Running an r9 270 with a seperate PSU

I have two low end PSU's from PC's I don't use anymore, and my friend's PSU died. Can I use the two power supplies to run his motherboard with one, and GPU with the other.
CPU: AMD FX 6300
GPU: AMD R9 270
I'm fairly sure the wattage is enough for each.
 


GPU plugs into the motherboard, AND has it's own power connector. Can you guarantee down to the millisecond that you can power each one on, by hand, at the right time to avoid a surge on one side or the other due to uneven loading?
