If it's built by Cyberpower (and I am guessing the answer is yes), don't buy! You can build your own and get better components for the exact same money.

Its not a bad build but it leaves very little upgradeability without replacing the motherbd and processor and probably the PSU as well (prebuilts aren't kow for using great psu's) Plus I don't think anyone one a builders site would say 'Yes'. LoL

ok but is the computer good ? would i be able to play idk Fallout 4 on the highest settings ?

No, not at the highest settings. Look at my sig for my computer specs--I'd have to do a bit more digging with the CPU but I believe mine performs better on Fallout 4, as it's using all 6 of my cores whereas the 860k has 4, and mine is clocking faster due to my overclock. My GPU is also better than a 750 ti. The GPU will likely not bottleneck you in a game like fallout 4, it's going to be that CPU. Playing the more intensive AAA titles on their highest settings these days requires a GTX 9xx and an i5 or i7 CPU. Could also get away with an FX 8xxx, but I'm not too fond of that choice right now due to (as above) lack of upgrades.
Edit: Forgot to add: I'm playing Fallout med-high and occasionally getting FPS drops below 40 if I'm in a very CPU intensive spot. Otherwise, it holds between 50 and 60. But at that point I'm only using 40-70% of my GPU, which is not what you want when you're gaming. You would rather the GPU be the bottleneck than the CPU.
