6700k seems to be running really slow! no idea why.

Alright, lets start with specs.

CPU: 6700k
Motherboard: ASRock Z170 Extreme 7+
CPU Cooler: H240 X2
GPU: MSI R9 390
SSD: Crucial MX100 512GB
PSU: EVGA Supernova 850 G2

Given these components, it seems like this would be an excellent build, but for some reason I am experiencing significant lag on startup, as in for a few seconds my cursor is super slow or unresponsive. Also when I run Skyrim at 1080p I'm getting roughly 35 to 50 fps. This seemed really weird to me that this was happening at all, so I ran user benchmark to see what was my slowest component, and my results were as follows.

The CPU was running super slow. I figured the bad benchmark could be due to the fact that I haven't overclocked, so I did, and got roughly the same result. Whats going on here? does anyone know? I also tried benchmarking the system in AIDA64 and CPU-Z. Both fell short of the standards for a 6700k. did I just get a lemon?

What I'v already tried: GPU driver updates, flash MOBO, checked CPU temps and all was normal.

Hello... 1) run the Windows performance WEI test and post the results.
2) Look in your device manager and look for any yellow or red hardware warnings.
3) Look at your PC Windows Power Plan... give your CPU and hardware performance settings and 100% use.

I'm on windows 10, so unfortunately the only way I could run WEI was with cmd. The results are in XML and I'm not really sure how to post that here, sorry. If you let me know how ill include it. Also, I made the power changes you recommended and found no yellow or red warnings.

Ran the stress test and benchnark. Highest temp was 64C and it ran at the full 4.73GHz overclock. XTU reported 0% thermal throttling.
