Recreating a deleted partition

I accidentally deleted a drive (E) on an HP tablet with XP tablet PC edition installed on it. Now none of the USB ports work. I can't install anything to help create a new partition because the tablet has no CD ROM and has no internet connection. The only way to get anything onto it was through the USB.

In the computer management and diskpart all I can see are Disk 0 in the disk view and (C) and HP Recovery (D) in the volume view. From what I've learned in my net search there should've been a Disk 1 in the diskpart if there was any USB drive. In the disk management there's no option to right click on an unallocated region to create a partition. I used the HP recovery and it reinstalled the programs but not the deleted drive. When I plug a device into a USB port it behaves as it normally would if it's being read but nothing appears in the My Computer. So, is there any way to create a partition to get the USB back to working? It's an old tablet and not very critical I just wanted to see if it was possible.

Did the restore format the drive?

If not run testdisk on it.
You can get a livecd Here
optionally, you can remove the drive from the laptop and install it as a second drive to another pc.
Heres the step by step. Testdisk take a little work to get used to but its very powerful.

Thank you so much for replying. I'm not much of a techie and wasn't even aware of a process that allows you to connect a hard drive from a laptop or pc to another computer. I researched it and found there are kits you can use to turn old drives into external drives. I'm not able to go out and purchase one atm but I do have an old external drive. So, I took it apart and installed the laptop's drive into it because they're both SATA. One of the cautions my search turned up was a comment that it may be possible for the kit's power supply to burn out a drive. So I put it all together, crossed my fingers and attached it to my computer. Sure enough it read and looks like I'll be able to try the Testdisk. I'll go over the instructions carefully and see what happens. Again, Thank You! :)
