Do you already have a case?

That PSU isn't very good, consider getting a better model (The better EVGA models are B2/G2/GS/GQ/P2/PS/T2).

For a little bit more (but still within budget) you could get a Skylake i5 and DDR4 RAM.

Yes, it's a good budget system.
The only thing I would consider is upgrading the quality of the psu, but that's about it.
Anything else would be drive the cost up pretty high.
Also, do you need a case?
I didn't see one on the list.
With that you many need to purchase a fan or two.

the evo cooler not bad but it hard to get on. look at cooler that screws down on the outside edges. swap out the power supply for a larger unit. the 380 use a lot of wattage. removed the gpu in a few weeks the newer gpu from nvidia and amd are dropping.

Which PSU would you recommend?

lodders

Admirable

Very good choices.
But you don't need an extra cooler, as you can see from my signature, the stock cooler is fine.
And your mobo will only run memory at 1600, so 1866 is not necessary - it will just run at 1600
