You will be able to play games on higher settings if the game is optimized for dual GPUs. If not, you only use one. You have to search benchmarks and such, I don't know the prices nor how much you want to spend. And like Xtergo said, waiting for the next gen, both from Nvidia and AMD would be the best choice

Depends. Is your PSU powerful enough to power two cards? Are you only able to buy a 660 because it will be 2nd hand? Is the performance from getting a second 660 better than getting a single better card? Check benchmarks, and how much you are willing to spend. The answer is never simple, but generally a single card is better (some games aren't optimized and two cards will errors more likely)

Rest of the system is fine including power (750w)
To expand on ym questing a bit. basically a GTX980 is about £400, will i see £400 worth of performance. in retrospect will i see the £80 in performance from another 660, will i be able to play games on higher settings than what i can now ?

Basically to put it into perspective. Currently i con only run just cause 3 at low settings. Will getting an additional 600 let me run at high settings ? or will a new card give me better results

Google "gtx-660 sli benchmarks" and determine if the fps benefits - for the games listed - would be good for you. This only provides an 'indication' of any sli advantages for latest release games, since factors such as card memory come into play more these days.

You might consider a new gfx card - a gtx660 is a fair way behind modern cards, of course - if the rest of your system would not hinder the new card.
