FX 8320E OC 4.0Ghz with Turbo Disabled on GA970A-UD3P

I have no real experience with overclocking but I read enough about it to at least know what I want to do and I need a specific answer since the information I have is gathered from various threads about either other FX cpus or combos with various mobos.

Please, if anyone can help with this: I will get an AMD FX 8320E on a Gigabyte GA970A-UD3P and plan to disable Turbo since I hear can negatively impact temperature and performance depending on circumstances. I've also read about throttling issues, but I have no real knowledge about that to make an informed question.

All I want is the max speed @ 4.0Ghz and nothing more, but I'm very uncertain if I should play with undervoltage and/or Cool n Quiet or Power Saving and such factors.

Basically from what I've gathered it could be enough to disable Turbo and use cpu multiplier to match 4.0Ghz turbo core speed, and I could still keep power saving features or Cool n Quiet to not consume more that necessary on less demanding processes. I will use my build for gaming but most of the time will be spent on other things that will be less demanding so I don't want temp/power consumption to become a problem when idle or browsing the net for example.

My fear is not only the impact on temperature/power consumption but also weather the mobo is a solid fit for all this. I hear both great and sometimes scary things about Gigabyte mobos and I've seen that this version in particular could be a problem with it's limited LLC options (Auto, Regular, Extreme - maybe not an issue if I update the BIOS?). I hope this mobo is good enough combo together w/ GTX 750 Ti Windforce (please don't suggest something else since I have limited options where I live and I'm already spending a lot on my new build.)

I read on a detailed post that this CPU in particular could be undervolted slightly without any consequences and performance was the same with lower temperature overall.

Can anyone help me with what settings should I use to keep a stable performance and normal/reasonable temperature? What do I need to do to not damage or fry anything?

Btw I will NOT be using the stock cooler (obviously) and the EVGA 550B psu is enough for my setup.

I have purchased it already, and I don't have the luxury of choice where I live, I already stated that.
If I could I would go Intel all the way, but this is not the case.
Please let's not turn this post about suggestions, I need technical help regarding what I asked.

I have the asus crosshair v formula z for a mobo. and I have an overclock of 4.68 but using the AI suite software that came with my mobo I turn on EPU savings mode when I'm not gaming and it downclocks my cpu to ~1.3 and turns off most of the fans, which makes it both really quite and cool.
