First time installing new gpu, not sure if artifacting?

I just installed this graphics card: http://www.canadacomputers.com/product_info.php?cPath=43_1200_557_558&item_id=085212

So far, I've been trying it out for the past day and the only noticeable issue I'm having is bright lights in some games are appearing red, green and blue like this: http://imgur.com/a/5tadt
I never saw this happen on my old r9 280, which I replaced because things like this started happening, though very rarely: http://imgur.com/a/jNHix
and this would happen every time my monitor woke up: http://imgur.com/a/LK09O

Temps for the gpu and cpu are both staying under 65 degrees
Is this clearly an issue with the gpu? Or could it be something else? My old monitor isn't compatible with this card so I can't try to replicate that problem, and Fallout 4 hasn't bugged out as of yet.
 
Solution
The first picture looks like Chromatic Aberration, which is hard to explain but if you google it you can find some examples. The second image is artifacting and could be an issue with the card, have you tried a different DVI/HDMI cable? Give Display Driver Uninstaller a go to see if reinstalling your drivers that way helps.

THANK YOU for telling me about Chromatic Aberration! I was using a dvi-i to vga adapter on my last card so maybe that's why I've never seen it before. Checked it out, all the games affected have it.
 

It's possible that you just had it disabled, I don't believe using an adapter would affect it but that's no problem, how is the other issue you are having?
