Can't boot system after installing ram

I installed RAM (16gb ddr3-2400) onto my 990fxa-ud3 motherboard (Edit: Revision 4.0) and now it won't boot. I'm brought to a black screen with fans at max. Can't seem to get CMOS_CLR to work (the pins are .? ??) and old ram does same thing.
