Get New PC or Upgrade My Old One?

I built my PC around 2 years ago for about $750, although it has served me well I think it is time for a upgrade. I'm wondering if it's worth the money to buy a new PC or just save my money and upgrade my current build. I am looking to get better FPS in games and when recording, especially in CS:GO where I am only getting 100-150 fps on low settings (which is not optimal for competitive play; 200-300 fps is what I am looking for). I am also looking to increase my render times when I edit videos, I recently started doing YouTube and my render times in Sony Vegas are annoyingly long. Last but not least my PC is extremely loud, I can literally hear it 2 rooms down from mine.

CPU - AMD FX-8350 w/ stock fan
Graphics Card - GeForce GTX-750Ti
Storage - 1TB Western Digital / no SSD
MB - MSI 970A-G46
RAM - 8GB DDR3 (not sure which brand)

if ur doing some video editing and all the 8 cores in the cpu ur using is gonna be handy..
Get ur self a good cpu cooler and overclock the cpu..
The only upgrades ur gonna need is a good gpu 8gigs of more ram for the video editing and a ssd..
A whole new pc would do it if ur playing heave games and all but since ur main concern is bout cs go its gonna be a waste of money

its the cpu fan, i opened it up and nothing is wrong, its just a really shitty fan
