As long as the pad has it's fans under the laptops vent and has it's own filter, otherwise it may help fill the laptop with dust all too quickly

yeh heaps i noticed it on my asus k series sandy bridge u dont lag as bad laptops lag once they get to hot & can damage ur mb & everything else laptops like cold air to breath
Unless your laptop is currently seriously overheating that would cause fps drops you would see fps improvemet due to temperature decrease. Otherwise if your laptop temperatures are within limits fps will stay the same hence cooling pad won't improve your fps only your laptop hardware temepratures
