HDD - 1TB WD Blue

4 x case fan and planning to adding liquid cooling for cpu

Cooler Master Seidon 120v (i just want to add this extra for my budget :D)

is it good? any cons or pros? should i change hardware? i can run in fair fps latest games?

I third that idea. No matter how much you overclock the Athlon, it will still be slower than a $50 more expensive i3, so it makes no sense to spend $60 on a cooler.

I would recommend you nix the watercooler and either go with a Core i3 with the money saved instead (there are a lot of good reasons to do this), OR stick with the Athlon and get a better video card.

AMD's GPUs are actually, funny enough, not good when paired with their CPUs. Their drivers need more CPU power than nVidia's, and AMD CPUs are weaker than Intel CPUs, so it's better to pair an AMD CPU with an nVidia GPU. GTX 950 or 960 would be good choices. Or, if you get a much faster Intel CPU (which costs more, admittedly), it makes the drawbacks of an AMD GPU less...

what's better change for it? cpu or gpu? i want to run latest game in 1080p ultra settings?
 
Depends on your priorities, really. I'd personally change the CPU to an i3, because CPUs go out of date far less quickly, but you'd have better gaming performance today with a faster GPU.

It's also a lot harder to upgrade your CPU if you buy the Athlon, because when you do, you have to replace not only the CPU, but also the motherboard, RAM, and your copy of Windows, since there is no faster CPU available for socket FM2+. The i3 has the option of dropping in an i5 or i7 later.
