How should i mount a small fan to cool chipset and other motherboard components

It wouldnt short anything as long as the fan has no exposed conductive materials and is only plastic however it may get really hot and begin to melt the plastic depending on how hot it gets on the card. But as Spectre said, You probably dont even need it, if it was needed, the manufacturer would have put one on, and chipsets and northbridges are designed to run a lot hotter than other chips such as cpus and gpus.
 


Technically yes. So long as there is no metal it should be okay. Not personally a big fan of it though.

I mean since I do have it overclocked, but
I mean the rest of my computer is very quiet and I see if its needed it to put a fan at 900rpm to help circulate air. well since I can now be assured that it is not absolutely needed, its fine
