So, i am thinking of building a non-gaming(well some kind of a card would still be reasonable) workstation. The budget is 1000$. Mini-ITX, 32 or 16GB ram, ssd storage, would prefer as silent as possible. and would prefer some attention to the style aswell(i dont want to have a rainbow inside the case).

What kind of workstation? Can you give examples of the kind of software you're using?

If it is general purpose stuff, you could go for something like this:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i7-6700 3.4GHz Quad-Core Processor ($301.99 @ SuperBiiz)
CPU Cooler: be quiet! SHADOW ROCK LP 51.4 CFM CPU Cooler ($39.90 @ NCIX US)
Motherboard: MSI B150I GAMING PRO AC Mini ITX LGA1151 Motherboard ($109.69 @ SuperBiiz)
Memory: G.Skill Aegis 16GB (2 x 8GB) DDR4-2400 Memory ($52.20 @ Newegg)
Storage: Intel 480GB 2.5" Solid State Drive ($134.99 @ Newegg)

A touch over budget but great performance and very very quiet. The PSU doesn't create much heat anyway but has a fan that stops under low load and is very quiet anyway. The GPU has a huge overkill heatsink so the fans shouldn't have to do much and even if they do they are quiet and stop under low load too. That CPU cooler again is pretty overkill for a 65W CPU so the fan shouldn't have to do much again and even if it does it is quiet.

I wouldn't even bother using the case fans, I don't think you will need them. Then under low load, the only noise will be a single quiet fan running at 500-600RPM so that will be completely inaudible. Under load everything will ramp up a bit but it should still be very quiet. I've got a similar case myself with a much hotter setup and it stays quiet.
