Laptop says "plugged in, not charging"?

My laptop says 99% available (plugged in, not charging), even though it is charging. I know it's charging because:

1. The laptop charger definitely is working. The charger always shows a green light when it is working. However, if it wasn't working, there will be no green light on the charger.

2. There's a part of my laptop which shows a symbol of a battery. Underneath that symbol is a green light, and that green light indicates that the laptop is charging or it's fully charged. If there was no light there, that means the charger isn't plugged in or the charger is plugged in but the charger has died.

My laptop is an Asus X501A which has Windows 8. I wanted Windows 8.1 but every time I try to install it, it stops. I've had this laptop for 3 years and 4 months now.

Why does it say that it's plugged in but it's not charging?
 
Solution
The charger/power supply can do two things:
1) power the computer's operation; and/or
2) charge the battery.

Just because the power supply is in use doesn't indicate that 2) is happening.

It's difficult to tell what kind of battery charging and battery life span extension strategy the laptop has, but it will probably only start charging the battery once the charge level goes below a set percentage.

The battery is the same battery from the first day I started using the laptop. I started using this laptop on 27th December 2012.
