hey all,

this problem came out of the blue for me, as it was working fine until 2 days ago... and I have been scouring the internet for solutions and cant seem to find any.

just as a note, I have done malware scans ( in the case someone downloaded something), using malware bytes, to no avail... I have tried using event viewer to analyze what was happening, and couldn't get any solutions from it, reverted drivers, changed hardware, changed settings etc....

One thing I have noticed is that when i disable all services / processes on startup, the micro stuttering cease. Some others have noted that they also get an audio stutter, WHICH I DO NOT GET, i get purely a video stutter every ~1 second, for less than .2 seconds..... One more thing of note would be that while i was trying to solve this problem yesterday, It randomly stopped after I hadn't changed anything. Then, after turning my PC back on today, it began again...

Any help would be appreciated.

I have a similar issue, except that it happens to me while I am gaming, have not found a solution yet. Worse, that its on a fresh Windows 7 install. Anyway, try disabling superfetch and see if it helps, download procexp (Google it) and see which processes could be eating CPU or RAM. Increase page file size by initial size twice your RAM and final size, 2x the initial size. Check antivirus software. Try to update the drivers (DriverMax and Driver Booster are both nice programs, SlimDrivers is good too). Use msconfig to see what is on your boot. Type in "services.msc" on the Windows search bar, see if there are any strange programs that have created a service on your computer.

Download some cleaning utilities, Wise, Piriform and...
A couple of things to check. First, you could be paging. How much RAM do you have? Second, you could've developed a few bad sectors on your hard drive. I'd do a check by starting Windows Explorer, then right-click the C: drive -> Properties -> Tools tab -> Check. Tell it to check for and attempt repair of any bad sectors.

Good luck.

Download some cleaning utilities, Wise, Piriform and Puransoftware are all safe and reliable, only pick one though because they could cause some sort of conflict when they clean up your registry or HDD, since they are all a bit different. I personally recommend Puran Utilities to give your PC maintenance.

Try all I recommended. Best of luck finding out your solution.
