Is my CPU causing my FPS to be low?

I have recently purchased a new PC with the following specs:
AMD A6-7310 CPU
AMD Radeon R4 GPU
8GB RAM (7.68 usable, if that matters.)
Windows 10

After setting the PC up and running CS:GO, I found I was only running around 60 FPS maximum in an online match. I have tried freeing up CPU and RAM, changing game settings etc. but none of these have given me any noticeable results.

Is my CPU, which has a 2.00GHz speed causing my PC to run such low framerates?

I looked it up and apparently that CPU is a notebook CPU. The graphics card you are referring to is an integrated graphics card, you would be off much better with a distinct (seperate) graphics card. Considering you have a notebook however that isn't an option.

To answer your question, yes technically your CPU is holding your fps back, but mostly due to your PC lacking a decent graphics card. In gaming your graphics card is often more important than your CPU performance.

Will upgrading the CPU and GPU make my PC able to run high usage games/apps with better performance?
