PC auto restarts randomly, no warning, no BSOD

Hello,

I currently have a problem with my PC restarting alot. The monitors just instantly goes black, sometimes there will be a buzz sound from the speakers, and the PC restarts. This will happen after i login, before i login, right after the motherboard menu screen to get into the bios, etc.

As far as I can tell the restarts are random and without warning. I could just be sitting at the login screen to the computer, or I could be gaming.

Here are my system specs:

i3 4160
Gigabyte H85M-D3H
EVGA GTX 670
Corsair CX600
250gb SSD (don't remember brand)
1tb seagate HDD
Hyperx 1333Mhz 4x4gb ram

I've tried monitoring the voltages with Hwinfo and they seem to be fine (3.305V, 11.905V, and 5.05V)

I've reseated and dusted out all the hardware.

I've tried resetting windows 10 (sometimes the restarts would happen during a windows reset).

Is this likely a hardware or software problem?

If it's happening before Windows even begins loading, I'd say that points strongly toward a hardware problem.

I suggest using a multimeter to watch the voltages from the power supply; this sounds like the type of problem a PSU could cause.

Beyond that, you might try pulling all unnecessary components out. Try booting with no hard drives, one stick of RAM, onboard graphics, and hang around in bios for a while to see if it reboots. Slowly add things back until you start having issues again.

So I switched the psu with one that I know for sure works. I also removed all the hardware except for cpu+cooler and 1 stick of ram and the problem is still occuring. The computer just restarts while in the bios
 
And I assume you've tried with different sticks of RAM?

That certainly points to either CPU or motherboard being faulty. CPU malfunction is exceedingly rare, far rarer than a bad motherboard, but I wouldn't rule either out. Can you RMA or exchange either or both?
