Low-end build, need 2nd HDMI port

Hello, I have a low-end/economical (think local government) Dell computer with an ATI 5450 graphics card (1x DVI, 1x HDMI, 1x VGA). I am in need of a 2nd HDMI port, and only have PCI-e 1x slots left (the 5450 sits on the only x16 slot). The most graphics this computer sees are Excel, weather radars, big pictures, and youtube videos. 250W PSU that I'd rather not upgrade.

Can I buy a "dumby" card to sit on the PCIe-1x slot for the sake of being a 2nd HDMI output? What are the limitations of what this card can be? Or do I need to replace the 5450 altogether?

Can't use the DVI and HDMI ports at the same time, and trying to get off VGA. Technically the 2nd "dumby" card could have a DVI slot, but HDMI is preferred for the sake of consistency.
