i have an HP Pavilion Elite HPE-035sc
i7 870 2.9ghz
8gbram
gt220
psu 460w
motherboard:msi iona 1.0(i saw that my bios is kinda old 2010 :/ )
can any graphics card run on any pci motherboard?
i'm looking for a gtx 750ti or a gtx950
is my computer compatible with these cards or should i change the
whole thing

yes, your pc is compatible:

make sure you PSU have a 6pin power connector for GTX 950, if not you can look for a GTX 950 without external power connector (there are some models available) or just go for GTX 750ti.
