Is it safe to OC a cpu+gpu at the same time, also can it be done on a 620w 80+ bronze psu, while using fan cooling and having separate aftermarket coolers for the CPU & GPU? I'm using a gtx 970 and I5 4690k

It's safe to have them both overclocked at the same time. I'm assuming you have the Seasonic S12-II 620w PSU? It's a good PSU and should be plenty.
