Amd drivers not installing and working

When I try installing the Amd Crimson Edition graphics driver I get the message that it has not been installed. Before this I have had different problems regarding drivers, like the No AMD driver is installed or is not functioning properly until I switched to Windows 8.1 (I was in Windows 10) but the graphics card did not work.
My system specs:
i5 4590
R9 390
Mobo: Gigabyte GA-B85M-DS3H-A
I have also tried with different versions of the Radeon settings:
16.4.2, 16.4.1, 16.3.2, 15.12, 15.11
I have also done a clean install of windows several times but nothing seems to fix it.The only time my GPU has worked was after I installed Windows 8.1 and before I installed the drivers. It stop working in the middle of the installation.
 
with a clean install of any windows you need to install the intel chipset drivers.

make sure the mb has the newest f2 bios. with these drivers installed and the bios set to pci/peg in primany display not auto the gpu should be turning on and installing drivers.

Thanks, you are actually the first person to have thought about that and you are right, I did forget to install after doing the clean install. Can I install the intel drivers even though I tried installing the gpu ones first? or do I have to do something else? Sadly I can only try your recommendation until tomorrow, so I hope you are right

If You have concerns about what file to install, please run Intel® Driver Update Utility http://www.intel.com/content/www/us/en/support/detect.html
Restart the computer, but honestly before it can handle anything properly It needs to have the intel mei drivers and the Chipset first - perhaps?

And since You have been doing some new Windows installation, you absolutely need to do the following:
You need to do a Windows update and make sure to "check" all the optional updates, then if necessary restart the computer and run Windows update again.
Repeat until there are no more updates.

Then, can you do the following:
Right click on Start > Device manager => Check so that there are no yellow or red symbols, that everything looks ok.

Yes that is correct. AMD have released WHQL drivers to the Microsoft Windows database, so Windows update will find the right driver and automatically install, if one "check" the optional" during Windows update...
But I myself prefer to download it manually from http://support.amd.com/en-us/download

A tip when it comes to certain driver installations: Right click on the Setup file and choose 'Run as an Administrator'

There are fewer problems involved that way and I have to say: No problem.

Ooh Btw, after You get everything in order and are about to install the latest AMD Radeon Crimson Edition 16.4.2 Hotfix (right click on the Setup file 'Run as an Administrator'),
make sure you uncheck the "AMD Gaming Evolved APP" and if this got installed already, open up Crimson settings and uncheck it from there.

Why? Haha it will hamper the fps on any game and furthermore it will create some strange behavior and artifacts too. It will absolutely not gain anything, but tears.
Even AMD says this:

Ps. Or just uninstall it from the Control panel > Program => You don't need it.
Same thing goes for Raptr (it came with AMD Catalyst before) - if You have it installed => Uninstall this as well.

I tried everything you told me, It did let me install the drivers but I still get the No amd driver is installed whenever I enter Amd Crimson settings
 
in the bios make sure primay display if it set to auto is set to pci/peg. also turn on muilt monitor support this turn on the onboard and the gpu at the same time. so if one is bad you still have video. make sure on the gpu it locked in and had all the power plugs in it. on the mb make sure the 4 pin power port it filled.
