GTX 280 and EVGA 600B PSU Issue

I'm building a pc for the first time and come up with an issue that wasn't present at first.
I was testing the parts i bought and everthing seemed fine all fans were spinning, cpu, gpu, and psu. then i decided to do a bios update which failed, and noticed the gpu fan no longer spun.
Bought replacement bios chip, mobo is back alive but the gpu stilll isn't active, just a red light.
I have an evga 600b that has a 12V amp rating of 49. Is this not enough or did something happen to the gpu?

Just tried installing graphics drivers from nvidia but said graphics hardware not detected. Noticed the card doesn't show in the bios.

So because the psu is not that good of a quality, it is not able to activate the gpu?
