Is there any way to set a compromise between performance and fan noise? I set my fan to silent in the BIOS but I also selected peformance in the tuning wizard. Fans spinning at 2.2k rpm, was hoping to cut that down by about half.

Solution

Just set it to silent in the bios and disable the tuning wizard. Then only worry about it if you see that things are getting too hot(they shouldn't, but how hot is too hot is kind of personal for ppl.)
Alternatively, if you want the best control get Speedfan and configure your custom fan curve.( tutorial: https://www.youtube.com/watch?v=8VjdQStihsE )
