Upgrading from a Intel GMA 3100?

I'm on the hunt to upgrade my graphics card, and am not sure what to look for, so I'm looking for some good recommendations. I'm sorry in advance for any extra information or lack of information.

Case: Optiplex 755 Small Form Factor
???: Intel Q35 Express Chipset Family
Chip: Intel GMA 3100
Processor: Intel Core2 Duo CPU, E8400 @ 3.00GHz
Ram: 8GB
Overclocking: ??? I do not know.
Resolution: 1680x1050
Other: Running Windows 10 x64bit

Preferred Website: Newegg or Amazon? As long as it has good ratings and decent shipping.

Usage and Goals: Frankly, I'm just looking forward to being able to run DirectX 10. I would like to play more modern games, like Fallout: NV or Skyrim on medium to high settings. I also draw, primarily using Sai, but would love to run some good version of Photoshop smoothly.

I've heard of the GeForce GT 610 and it sounds like a possibility, but is it? I don't wish to upgrade anything but my graphics cards.

I checked dells website and it lists a 275 watt power supply with that case so you should be good to go, I cannot guarantee it will work but I have used that card in a dell computer before in an even older model so it should work.

A good graphics card for a dual core cpu would be a gtx750ti, it runs on slot power and I think it comes in a low profile version (which you'll need for that case). You just unscrew the pins and swap the metal piece that covers the back of the card for the short one that's included in the box and it should fit in your case.

Also how many watts is your power supply? If it's 240 or more you should be fine to run the 750ti. I believe it runs on 50 watts delivered via the pcix slot, it doesn't require an extra power connector.
