I have a Corsair VS550 power supply supporting an nvidia 980ti GPU, intel core i7-4790K CPU @ 4.00GHz and 1.28GB of RAM

is my PSU too weak for my system?

Don't run that. that is not a good power supply, and that system will tax it severely. when that i7 jumps into full load it can draw huge amounts of power well over TDP, and that card can draw a good amount of power. I would aim for around a 600 watt or higher 80 PLUS BRONZE or better power supply from EVGA, XFX, Corsair ( RM, AXi HX, NOT VS OR CX OR CXM), seasonic, or superflower.

It is a bad PSU, but the system isn't really being over taxed. You're hitting with max draw around 70% of your max Wattage (4790k 88W + 980 TI 250W + 40-60W for storage) 400ish W out of 550W. Regardless if you have the $$ I would upgrade to a nice 600Watt 80+ Gold. Play it safe.
