Win 7 Boot Loop Dilemma (Running out of options)

This happened about 4 days ago. I got 2 PC on my workstation, 1 does the boot loop after switching it on. This PC is for general use / Family PC so it had a lot of software installed specially games (Always do a maintenance on that PC so no viruses yet), after seeing boot loop I tried to fix it by doing the provided startup repair by Windows but that didn't do anything really so my hunch is on corrupted OS / registry.

I use cmd commands like entering the drive name "C:" t but it prompts that the system cannot detect the drive path on startup repair. Same goes for other options in the startup repair.

I did plugged in a bootable USB containing a OS copy but it seems that the PC can only detect the bootable USB when on installation menu and not the drive so using the same method on cmd only shows me the USB drive's contents and not the HDD, same goes for startup repair as it cannot repair the HDD only the USB which is odd.

The PC can boot to safe mode with Networking but some solutions like installing BCD editor / other software cannot be done since I'm in safe mode, same goes for for using windows installation Disc.

My only option left now is formatting the drive and install everything again, but with my slow internet it's gonna be a headache to install everything, specially if it's a family used PC with all the nag about how long it takes to install their programs and such.

IS there any other options out there that I didn't know?

where should I input this? on the startup repair cmd or on safemode?

I just finished scanning with chkdsk and sfc commands, no errors found on both scans and yet the loop persists. Yeah I guess re-formatting is the only way :( thanks for the help though, I appreciate it.
