tethering a lg g4 via usb on metro pcs via usb with data maximizer off is metropcs still throttling me?

just wondering why video sites on an unlimited plan with data maximizer off my connection struggles to get 200kb when i average 4 megabytes on speed tests?
i am tethering via usb; what gives?
the youtube app on my phone does not do this, i can do 1080p no snap.

any ideas... i am on the 60 unlimited.

any help is needed... thank you all for what ever help you provide.

Metro PCS services do not act the same way as the big carriers like Verizon, AT&T, etc...

Their data speeds vary quite a bit by service, streaming video is often slower. They can't charge so little, and have the infrastructure to enable larger data use by many people at full speeds.

If you want to see if it's an issue on your phone or with the service, contact Metro PCS support although I doubt you will get anywhere with them.
