Could I use both AIO cpu and gpu cooling in a Inwin 901?

EVGA Hybrid 980 TI and a Corsair H60 for example? I can't see on that case anything but the one nifty external fan thing as far as fan outputs so I don't think I can but if anyone knows otherwise that would be cool.

I would say "no you can't".
The slot for the intake fan looks to be 25mm tall, not enough room for a radiator and fan.

The exhaust space can accommodate one radiator. I suppose it might be possible to bolt two of them together, but that is stupid.
Unless there is a larger version, the inwin 901 is a small ITX case with limited airflow.
Namely only one 120mm intake fan.
If so, it is entirely inappropriate to try to use liquid cooling.

I do not know what your cpu will be, but if you use any skylake cpu, a conventional tower type air cooler will do the job. Even for an overclocked i5-6600K.
On the graphics card, I really think you need to back off a bit on your GTX980ti expectations.
Use a EVGA GTX980ti SC with a blower cooler to help get hot air out of your case.
Or, wait for pascal which might offer superior performance and better power efficiency.

A stock GTX980ti will game very well at 1440P.

Let me clarify, I'm looking more for if its possible more than whether or not I should. Something like "No, you can't do this for X reason" for an answer. Also when is pascal supposed to be coming out?

Nice pictures; good looking case.
No, I guess the answer would not change.
You in theory could mount the second radiator on the inner frame.
But, both radiators would still be fed by only one 120mm intake fan source.
There are some very high rpm 120mm fans available to increase the air intake, but they will be very noisy.
I think you would be better off concentrating on parts that generate less heat if you really want to use that case.

How strong does this build really need to be?
What cpu will you be using?

Im looking to game in 4k as I was gifted a 4k monitor for Christmas. I love the Inwin 901 but I have a backup more reasonable build in case I can't make this work, because I really don't want to get the Inwin 901 just for it to be an oven and lessen the life of my parts.

Gaming at 4k will depend on the game.
I seem to do perfectly fine with a GTX980ti at 4k for games like FSX skyrim and civ 4 & 5. I get a constant 60fps which is the limit of my monitor. (likely yours too).
But, for fast action games, a single graphics card, even a highly overclocked one, may not be enough. You should be looking to pascal and hopefully a much stronger single gpu card.

On the fan you linked, it is a 38mm thick one that I suspect will not fit in the slot.

Looking at your builds, I might suggest a blend.

Using the 901 case, use a i5-6600k and plan on overclocking it.
14nm runs cool, and a simple cryorig H7 air cooler will do the job.
The higher clock rate is needed to get full value out of a GTX980ti.
Use a Z170 motherboard to allow for overclocking.
As of 2/16/16
What percent can get an overclock at a somewhat sane 1.40v Vcore.
I5-6600K
4.9 11%
4.8 38%
4.7 70%
4.6 83%

On the graphics card, pick a EVGA GTX980ti, probably the ftw version which is the strongest.
If a stronger pascal card should be available within 90 days, evga has a free trade up program. read their web site for details.

Corsair CX is not considered as reliable.
And 500w is not sufficient.
Look to Seasonic for quality, and more like 620w.

On the fan, see how the stock 120mm intake does. You can always increase the speed later.
