Keyboard randomly doesn't work?

Okay, so I just built my new gaming C a few days ago and I was just re-installing my Steam library over from my old PC, I felt like playing a little Fallout 3 and I went to google to figure out how to get it to work with windows 10, but my keyboard didn't work and doesn't work.

I've tried everything to fix it like unplugging it and plugging it back in and restarting the computer, but a weird thing happened.

When I restart the computer, the keyboard works to put my password in to log into windows, but I can't use it for anything else like doing a google search.

It isn't just typing either, I can't alt tab and capslock and scroll lock don't light up when I press them.

The keyboard also wasn't working before I installed fallout 3, but I didn't realize at the time because my computer was asleep and I hit a few keyboard keys to wake it up and it didn't do anything, ended up just moving the mouse to bring it back while thinking almost nothing of the keyboard not working.

I have the Razer BlackWidow Tournament edition.

Nevermind, I had filter keys on. I found this out because I ended up having to hold down each key for about 3 seconds.
If you are having the same problem simply hold your SHIFT key for about 8 seconds, you should hear a little ticking sound while holding it then you'll hear a high pitched sound, that means filter keys is turned off.
