Asrock P67 Extreme4 Gen3 Wont Start - PSU Tester Reads All Voltages Fine but 0ms PG

After installing a new graphics card my motherboard refused to turn on. I isolated the power supply and tested it and I am getting a 0ms PG value. All voltages are fine. What does this indicate? Would it cause the mobo to fail to start? The mobo has been completely unresponsive to power.

GTX970
i5-2500k
Corsair 850W PSU
ASrock P67 Extreme4 Gen3 Mobo

I have took everything inside the cpu apart and put it back together and verified that nothing is shorting the mobo. I have tried running with bare minimum components (1 ram stick, 1graphics) and still no luck. Is the motherboard dead or would the 0ms PG cause this?

It started fine before you installed the card? And you removed the card again and nothing? Did you wiggle test the connectors inside the case? Try checking for loose connectors. And you are powering the new card?

After I installed the card it turned on for one second then immediately shut off. I removed everything and reconnected it firmly so I know nothing is loose. I also reset the CMOS. I just tested the power supply with the ATX12V connector in the motherboard and I got an LL reading for the 12v. I was thinking up until now that it was a bad mobo but the PSU might be bad.
