SLOW downloads with windows 8.1

since my laptop, which I use a bit infrequently, was updated to windows 8.1, I have noticed any downloads, like windows updates, take FOREVER.... seriously forever. I can connect to internet ok, like getting on facebook, or any other page just fine, seems normal fast as was before, it is just update, downloads, that sort of thing. example: tonight I updated java, and it took over 35 minutes, where as my desktop did same update, windows 7, and a 9 year old desktop at that, and it only took like 5 minutes, it NEVER was like this before i updated to 8.1 on the laptop. help please,

yes, both are wireless... the problem is that before the change to 8.1 on the laptop, it was WAY faster than my desktop, and i have notice any time i have updates to download now, it takes forever now, so have been trying to figure out what the problem was, been trying to defrag, virus scan, try turning off/on the metered setting, etc, since as I said, i do not use the laptop much, but cannot find anything wrong, no changes except i upgraded to 8.1

well i researched how to update driver, i have a samsung, went to the samsung site, to drivers, and there is no updated driver for windows 8, so do not know what to do next
