Is it possible to turboclock a locked CPU on a non overclockable motherboard?

Looking to turbo clock an i5 4570 to 3.6GHz to get the most out of the locked processor. However, I'm confused as to what sort of motherboard I will need (eg. B85, H87, Z87 etc.)

PS: I am ONLY looking to take advantage of the +0.4GHz turboclock and NOT overclock it (obviously because I can't anyway with this CPU).

It will probably jump around between 3.4ghz and 3.6ghz, assuming your temps are low enough to allow it. Yes it will probably only happen to cores that are under load. You can use something like HWinfo or HWmonitor to monitor the cpu clock speeds it will give you a min, max, and average clock speed of the cpu from when you open the program, so you can use it to verify that your cpu is reaching turbo...
The CPU will turbo on any board that you choose as this is a CPU feature that is not locked to a particular motherboard chipset.
So this means you could quite happily purchase an entry level H81 board and take advantage of the turbo mode the same as you would if you had a Z97 board.
If you are looking to lock in the turbo mode to a set level, I think that you can only do that on a Z-series board. (Not 100% sure)

So essentially if one were to be gaming on it, I would have a 3.6GHz CPU on whatever cores that particular application is utilising???

If the temps allowed it, yes.
