If, with the stock cooler, you're staying under 80-85c during typical usage, I wouldn't bother changing anything. Intel CPUs are designed to survive high temperatures for decades.
No it won't draw much power from the PSU. Yes it would cool better than the stock cooler. Will your case clear any of the budget coolers like the CM Evo 212, Cryorig H7, etc?

While AIO water cooler leaks are rare, is it worth the risk? I lost my entire 3570k build to a leak. You aren't overclocking, or doing anything extreme, realistically even the stock cooler will work. On top of that AIO water cooler has a limited lifespan. An air cooler with a replaceable fan can last virtually forever.

If your worried about temps on the cpu you can grab a hyper 212 or cryorig h7. I have the h7 on my 4590 and running occt it stays below 60c but you don't necessarily need the after market cooler
 
Any aftermarket cooler is not necessary, only reason I'd change is if the stock cooler were too noisy under my preferences. i5 4590 will easily outlast its usefulness even under the stock cooler. It's money wasted if you're just trying to lower temperatures, because you're not overclocking.
