Windows 7 new build won't update

I have looked (for the last four days) over every site I can find to resolve this but nothing. I have a new build.

My build

Skylake i7 6700k @ 4.00GHz CPU 4ghz Corsair H60 Hydro CPU cooler
Asus Maximus Hero VIII Motherboard (LG1151)
Vertex 4 128GB SSD
Valueselect DDR4 2133MHz 2x 16Gb ram modules @ 1070 (15-15-15-36)
Thermaltake toughpower 1000 watt PSU
EVGA 980 Gtx 4Gb Graphics Card.
Sound Card
Corsair 650d Case.
Creative PCi Express Sound Blaster Recon 3d Sound card.

Fresh Install - Windows 7 Home Premium (I wanted to upgrade to windows 10, then do a fresh windows 10 install.)

I am really at my wits end, four days now I've been trying to get this to work, I wanted the PC ready for the weekend, I've got over 120 steam games to get through. I have built many computers over the years and sorted any problems or faults but this is beyond me.
First the internet was slow and heck, it would go at speed then pause and do nothing I managed to sort this.
For some reason when I boot up this new build My other PC with windows 10 on it starts making windows type sounds, like hardware being added sounds.

On my new build with win 7, Windows update, loops forever sometimes it eventually errors.
I cannot install driver Intel Management Interface, it claims kernel-mode driver 1.11 Kb 2685811 is missing, try to install it from MS website and it says this has known issues. Nothing seems to work.

ok...first things first...ur update has got nothing to do with ur ram...so we shd keep these 2 issues separated...
secondly all new hardwares come with reverse compatibility, which means, old softwares shd run fine...
third, check ur ram projection in BIOS...if its showing all 32gb in bios, thn its not an issue with slots, rather OS...
lastly, its always better to assemble from a professional unless u r an expert....

I have just read that win 7 home premium supports a max of 16 GB of ram
So try with only 16 GB

You need pro to support more ram then limit is 192GB

Next have you run ms fixit tool to see if it can fix the problem

Finally how long are you waiting before giving up?

The last time i used vista for a clean rebuild i had to wait over night for it to work

I tried Ultimate but it was just as bad, this is why I had decided to try and upgrade to 10.
I tried 1 dimm strip of 16 GB in A1 slot but I got error 53 in QLed, I went back to two strips in A1 and B1, even tried A2 and B2 dual channel but then I had no post.
I ran all the MS fix-it tools, it said it had fixed some errors but still never downloaded.
I have never given up, just my will ;-), I have left it looping today (after a fresh install) from when I posted today till coming back to the PC to write this but still nothing.

I have (out of desperation) just decided to use the PC. For some strange reason, Windows update (if I ignore it and just do my own thing) almost instantly starts to download updates, that is I don't try to instigate the update.

Sadly, Win Ultimate failed with about two thirds of the updates. So I will have to wait and see.

Windows has now downloaded 216 updates in the time it took me to type this, odd, I know. It is now Installing but all because I chose to not even attempt to search for updates.

It asked me about connecting my two PC's through home group when I first installed, I never typed in a code to connect them, just clicked cancel as I just want to do a new windows 10 upgrade from windows 7 to windows 10 to take benefit of its extended ram option (I hope I read its specs right) then format and use a fresh windows 10 install. That is the plan, written by mice not men ;-)

Still not sure about the MEI not installing though, if this update works, which, incidentally, has less updates than my first attempt, fingers crossed while it installs, I'm off to watch some Red Dwarf and get myself some Scran (Food) to settle me ;-)

Well, out of the 216 updates that dl'd and installed, after failure and revert, I find I'm left with 8 updates.
Fix it states
problems found
Service registration is missing or corrupt - fixed
Problems installing recent updates -fixed

Going to shutdown, restart and see what happens

Please do not power down or unplug your machine
Installing updates 1 of 12

Still not working.
With Windows 7 home premium installed. I was using 2x 16Gb dimm's in slot A1 and B1. It only recognised 16Gb (in B1 slot), constraints of Windows Home premium, I knew this before I started, this was why I wished to upgrade to Win 10 immediately. Then download and install a fresh copy of Windows 10.
Slot A1 stopped recognising the its dimm and a Slot A2 B2 configuration didn't even post. Now only B1 B2 Config works. Beginning to think another RMA, Asus have really stuck it to me recently, this is the second board that has had dimm slot problems but would this explain failures when trying to install updates, I am seriously considering just buying a windows 10 OEM from my local computer shop.
You may get your hardware cheaper online but when it goes wrong.
I am also beginning to think that the brand new hardware doesn't like the old software but this is just my opinion.
