Intel i7 4790k at 100C immediately after startup

So in the last week to two weeks, I noticed that I was getting huge FPS drops in some games. After doing some digging, I realized my cpu was running at ~98C, which is clearly WAY higher than it should be.

Having browsed a fair amount, every answer seems to be based around "well are your fans running" etc. And to be fair, I did consider this, because I had disconnected my fans recently to clean the dust out of the case. But with the case open, the cpu jumps to 98C almost instantly after startup, with no programs running. I can't imagine inadequate fans having THAT big of an impact.

The cpu is liquid cooled, so maybe that has failed? Maybe cpu failed altogether? Still turns on and runs so I doubt that this is the case. Any help would be greatly appreciated.

Setup:
Intel i7-4790K @ 4.0GHz
AVC K9127 cooling
MSI Z97 G45 MOBO
GeForce GTX 970

I agree, if the cpu is reading that when it boots and exhibiting other signs of throttling like it is I'd suspect the cooler. Feel the cooler hoses and see if they feel hot. Or see if one feels hot and the other cooler, they should be similar in temp if the fluid is circulating properly. If one hose is hotter than the other by quite a bit the pump likely failed which can be common with aio's. They tend to use cheap(er) components like pumps and things to keep price down.

I do not have an infrared thermometer, how much would one cost? I guess another question is where would I point it? It's pretty well covered by the liquid cooling system.. I should also note that voltages were never going over 1.1, so I don't think that was the issue. I'm reapplying thermal paste in the very near future to try that.

Well that is a different all-in-one, is the pump running at all? Load up one of the CPU monitoring tools like Speedfan that reports RPM off the CPU header.

With no fluid moving high temps are to be expected, even at idle, so the temperature reading could be accurate. If there are signs of throttling, then it certainly backs that up.

If you can get ahold of an alternative LGA115x cooler for the time being I would certainly swap it out.

Check the warranty on that cooler, they may offer to replace it if it is defective.

Would the cooler dying account for such significant temperatures so quickly? It boots in ~10 seconds and as soon as I can get Speccy (which I was using to check temperatures) running, it was already above 90.

It was definitely throttling the cpu, so I don't doubt the readings. I'm going to buy thermal compound right now so once I have it reinstalled I'll check out the rpm. Am I correctly assuming that, due to the AIO cooler being plugged into a fan connector, it can be read by speedfan, and that's what you are suggesting?

Yes, should be like 600rpm or so. But I am not familiar with that particular cooler so it could be less. Recent motherboards don't squawk much when they don't see fan RPM as they assume you are using an alternative cooling method.

I had one all-in-one housing fail. While the pump was still spinning, there was no pumping action. Let my GPU limp along for a while until I slapped the original cooler back on it.

Nowhere in town carries thermal paste apparently, tried Best Buy, Ace Hardware, Lowes, Menards, and Office Max. I'm ordering some online, will update once I've reattached my cooler.
