Yup. H110 boards don't support overclocking, as they are the most basic chipset.
If you want to overclock, you can use a H170, although Z170 is typically recommended.
Considering you're going micro ATX, the Gigabyte Z170MX Gaming 5 is probably the best mid range board given you can afford it.
