MSI GTX 970 won't overclock outside of benchmark.

Hello, I re installed everything a few weeks ago which seems to have caused this problem I'm having.

Basically, using MSI Afterburner I am trying to overclock my gtx 970 msi ME edition, using the same numbers I used before I reinstalled everything (so I know the card can handle it!) However, the overclock settings seem to only "kick in" while I have unigene valley benchmark running. What I mean is while the benchmark is running I get the coreclock reading as 1481, but the second I turn off the benchmark it goes back down to 1114mhz! I believe it did that before when I was at my desktop, since I assume its in idle mode or something, but when I run my favorite game team fortress 2, it will not go back up to 1481mhz. As you can see in this picture this is before, during, and after the benchmark. http://puu.sh/ozv7P/d2ebe67174.png . My card gets up to about 68-70° so It isn't a heat problem. The only "progress" ive made is when I join a game in tf2, it actually does go up to 1493 mhz, but only for like... 5 seconds after I join a server, then it just dips back down to 1114 which you can see here. http://puu.sh/ozvlJ/b761d74ee7.png

It seems unless Im playing a brand new 2016 game, my card will sit at 1114mhz, I tried with fallout 4 and yes, it goes to 1481 but I want it to do that in tf2 as well. I've looked at at least 20 different forum threads everywhere with other people sort of having the same problem but nothing works. So far I have changed my power managment for my card from adaptive to maximum, changed pc power managment to High, reinstalled my graphics driver and geforce experience, and a bunch of other small things that I can't even remember because I've tried so much.

I'm running windows 10, Kingston HyperX FURY 16GB Kit (2x8GB) 1866MHz DDR3 CL10 DIMM, an i7-4770k @ 4.0ghz, and an msi z87-g45 motherboard. The card I'm using is gtx 970 msi ME (million edition)

Forgot to ask. Have you tried running running at stock setting? It is possible that the game is not demanding so the clock being throttled. i got such clock as well when playing dishonored with vsync enabled. But other games will boost just fine.

364.72 currently, yes It's set to maximum in the NVCP as well.
 
Forgot to ask. Have you tried running running at stock setting? It is possible that the game is not demanding so the clock being throttled. i got such clock as well when playing dishonored with vsync enabled. But other games will boost just fine.
