Is Metro 2033(Original) Poory Optimized?

I have a 970 Overclocked and an i5 OCed as well. In Metro 2033 at ultra with AAA(Not MSAA), I get around 80FPS indoors and drops to the low 50's outdoors. If i turn MSAA on, I get drops to the high 20's. Considering my Specs and the age of the game, thats really weird. I've never had performance problems in other games, so whats going on? Is the game just really poorly optimized or is there something I'm missing?

I think there is an issue with physx drivers, if you google around there is a better version. I remember when i would be outside and the game was unplayable but once I replaced the drivers it ran perfect. It sucked because I was almost done with the game by the time i figured it out.
