Computer turns on for about 3-5 seconds then shuts down?

A friend of mine decided to upgrade from his GTX 760 to a 970, and install it himself. Well about 30 minutes later I get a call from him saying his computer won't boot.

He told me all he did was dust out his computer, dust out his fan on his Closed Loop Passive Water Cooler, and then install his GTX 970, then turned his computer on and 3-5 seconds later it turns off.

After I got it home and did a bunch of troubleshooting: Clearing CMOS, reseating all plugs and RAM, unplugging everything, completely taking the MOBO out and boot it outside the case with just the RAM installed. I put my PSU tester to it and it shows good voltage on everything.. Is there something I'm missing or what?

He had the power plugged in, I tried switching out the GTX 970 back to the 760 to see if maybe his card was DOA and still nothing. So now even at a bare state, where it's just the Mobo, CPU, and RAM, outside of a case and it's still not booting right. I even took out my perfectly fine PSU out of my rig to test it and it did the same thing; turn on for 3-5 seconds and then power down.
 
if his mb a few years old check the cmos battery make sure it not dead. look on the mb for any leaking caps..smell the mb for any burnt spots..look for any ripped off parts. make sure the case fans not connected or any other case cable other then power switch. take the ram out make sure it not damaged and there no bent pins or dirt. check that the cpu fan is moving and not locked up. if it locked up a mb may not post.

CMOS battery is fine, checked for any damage on the mobo and saw nothing, perfect condition. The only fans connected is the CPU Radiator Fan and his Radiator for his CPU Passive Water Cooler. At first I thought maybe the Pump connector was going out so I moved it to a different plug and then plug in an old CPU Fan just to "trick" the BIOS into thinking there was no CPU Fan issues..

Well, start it upon integrated graphics, then download the drivers for you GPU. because some GPU's just don't boot without drivers.

And don't forget to check all the cables, especially the PWR BTN cable.............

Good call. After that you probably have to select to switch back to to PCI-E graphics in the BIOS. If that doesn't work try 1 stick of RAM. It could be a bad RAM stick.

Hey, probably sth related to dust getting into your PC or the sign of your PSU failure. Either way, I have experienced the former which seemed so simple to be true at first but dust do cause your PC shut offs and its recommended to clean your PC using a blower every six months.

Yeah CPU/Heatsink is plugged into CPU header. Relatively no dust. Good air flow and case dust filter leaves really no dust. My first thought was failer PSU but I took mine out and tried it and same problem exists

Yeah that doesn't really work since I can't get to the BIOS lol.. Tried dozens of different RAM combinations and still nothing.. Ended up just getting a new CPU and MOBO and everything worked fine..
