I have a corsair HX850i power supply and msi Z170 XPower titanium board. When I shutdown my pc I cannot start it again without cutting power to the board completely or resetting the CMOS. When I press the power button (on the board) the power supply makes one click and does nothing after. there is still power to the board during this time but the system wont start. I have tested the HX850i on 2 different systems and the PSU runs flawlessly. I have also tested 2 different powersupplies on the msi Xpower board and the system runs flawlessly. could this be a software issue? any response is appreciated

I don't see it being a software issue. Even a UEFI setting would be odd. Since the PSU works fine in another system, and other PSU works fine on your Z170, it seems like a strange power compatibilty issue. Has this always occured since your system was built? Wondering if your board/CPU combo is detecting some kind of fault to prevent booting. Still, may want to check AC settings in your UEFI and switch settings to see if it has any affect.
After testing the power supply on the other 2 systems again the problem occurred showing it was a power supply issue. This seems odd considering it is quite a high end power supply with a 7 year warranty but I guess it can happen to any product. Thank you for all the responses

It sucks that it happened w/ a high end PSU, but like you mentioned it's possible. Corsair does typically have top-notch CS, so it shouldn't be a big deal to get a replacement. The good news is that after some trial and error, you figured out it was the problem.
