computer has no video signal to monitor, motherboard failing?

my brothers computer was working fine last night but when he went to turn it on this morning. the computer powers on as normal (no beeps) the fans and everything inside looks to be running as they should. the monitor would try searching for dvi and hdmi but after searching it goes to can't find signal. if it's the motherboard failing or dying wouldn't anything attached to the motherboard needing power not be running also?

1. i tried replacing the hdmi cable with another that does work, no good. tried using my dvi cable that my computer uses and also no good.

2. i tried doing both straight to the motherboard instead of gpu in case of it being a gpu issue. no signal with that as well. i tried using my gpu in his build which was no good either.

3. tried making sure no cables were loose, unplugged everything inside and hooked them back up, made sure ram, cpu and gpu were reseated/cleaned up.

4. tried removing the cos battery and putting it back in (didn't try powering the system on without the battery) no good

5. tried unplugging all usb cables, hdmi, power and holding the power on button for 30secs to 1min and plugging everything in again, no good.

side notes: i feel if it's a hardware issue it would be either the motherboard or cpu? my only concern with it being the motherboard is if it were dead or faulty wouldn't there not be power to the case fans, gpu fans/cpu fans, etc? also the usbs have power through them cause his keyboard/mouse led lights are on. if it's the cpu that's dead or faulty i'm not sure how to test if it's that in less i check if my working cpu in my build has the same sockets with his motherboard to test that out, my only worry is if is motherboard is causing issues i don't want to put my cpu in there in the chance of it frying my cpu or anything.

his build is about 2 years old and during the first year there was blue screen issues, black screen issues here and there but for the last year there wasn't any issues anymore.

his build is below

thank you for any help, want to make sure i've tried everything i can to pin point the problem if i need to replace something or spend any money to trouble shoot.

You need the compatible MB/CPU to test his MB or CPU. You may go to the local pc shop ask for help, or buy the MB because the problem most likely is the MB, if the cpu does not have the burn mark or other physical damage.

hello, thanks for the help. to clear things up the build has been working fine for about 2 years now and even trying to get a signal to monitor using onboard graphics without the 3rd party gpu installed it still won't show up a display. i've also tried using my gpu in his build (nvidia gtx 980 strix) the led and fans work for that gpu but it also would give no signal and that's the gpu i know works in my build with a 650w power supply.
 
Maybe the BIOS setting for the RAM speed, because you don't say you do oc the cpu or not.

If the PC can boot into the BIOS. Try clear the CMOS, go into the BIOS, set the RAM speed to 1866MHZ or even to 1600Mhz if he doesn't oc the i5 4690K. If he oc the i5, set the RAM in XMP profile.

If the PC can't boot into the BIOS at all, the problem maybe from MB or cpu. You can test his cpu on your MB, or go to local PC ask for help.

I think the PSU should be fine for the one r9 290, here is one review ( for the r9 290X ) they recommend 550W or 600W for single r9 290X. http://www.guru3d.com/articles_pages/gigabyte_radeon_r9_290x_windforce_3x_oc_review,10.html Also you did use the onboard iGPU to test, and got the same result, no signal

hello! thanks for the help. can't get to bios since the monitor says no signal to either gpu or onboard graphics. i'll try testing his cpu in my build, i believe we have the same sockets i'll double check to be safe. other then that i was thinking to try testing his build with just the motherboard, cpu and ram installed with what power is need to see if maybe anything else attached to the motherboard could be causing this no signal issue?
 
Yes, you can try just cpu+ cooler + onboard iGPU, even no RAM to see the PC can boot and has signal or not. If the PC still does not have signal, doesn't boot. The problem will be from either cpu or MB. Also when you do troubleshooting you should use the minimum hardware too. Sometime other add-on hardware will cause problem if they don't have the right driver.

okay i'll give that a shot here in the next few hours and update on whats happened, thanks again!

update: i tried running the system with the following (motherboard/cpu. (24 pin power to MB, 4/8pin cpu power to MB, audio pin cable, front panel pin cables, front panel usb pin cables, cpu fans x2 [with heatsink])

no ram, no hhd, no ssd and no gpu installed during this test. still no luck with the monitor still saying no signal after powering it on. before testing his cpu in my computer build i double checked and his cpu doesn't match my socket on my motherboard after all (mine is 1155 and his 1150) if there's any other way to test his cpu or the motherboard? if it's down to these two being the issue i hear it's like a 2% chance of it being a cpu and i should see some burn marks on the cpu if it were the case?

another update: today i took my 650w working power supply attached to his motherboard (24pin and 8pin cpu connectors) cpu/heatsink. still no signal power still was able to get to cpu fans, this leaves me down to cpu or motherboard with the chances of it sounding more likely for it to be a failed motherboard.

i'll update later in a week or two when i get a new motherboard and give it a try.
