Need help with deciding to choose the r9 380. Some reviews were saying that this GPU is really good but some say that they ran games not so well.

Not much info to go on there to make a judgement call. But generally speaking, the R9-380 is a fine card. Especially for the price it is currently being sold at. As long as you have a high quality 550W PSU with 2 x 6-pin connectors and a CPU capable of keeping up with it.

Providing you have all the requirements, I would suggest getting an R9 380X. There is no problem with the card itself, it's just that people had a problem from a different source (ie. need to reinstall drivers, bad PSUs etc.) or else a DOA which is quite rare.

It doesn't really make a different whether it's MSI or Sapphire or XFX, just get the one you like the look of or the cheapest one to be honest. I just prefer MSI cuz I have an MSI GTX 970 in my rig and it runs great. Pairing that with an i5 4460, you will have the perfect 1080p experience. Just as long as you have a good PSU (around 550W will do).

So this is my build. Im confused about the compatibility notes on the bottom. Do the really matter. I think my cpu cooler will fit into my case. Not sure if the other note is something to worry about.

I would not. To get the most out of an FX-8xxx, you need a relatively better motherboard and cooling solution as compared to a i5-4460, which will eat up the savings. Unless your workload on your PC tilts heavily towards productivity rather than gaming, I just can't recommend an AM3+ build in 2016.

You also chose an EVGA G1 power supply, which I'd avoid. It's the B2 or G2 or GS that you should be looking at in this budget/power range, not the G1.
