High CPU Usage Issue

Hi everyone I really hope you can help me in fixing what I see as a problem of high CPU usage in games. My specs are as follows:

OS: Windows 10 Pro
CPU: Intel Core i5-4590
Motherboard: ASRock Z97 Extreme 4
Memory: G.SKILL Ares Series DDR3 16GB (2 x 8GB) @2133
Hard Drive(s): Samsung 840 EVO 250GB SSD, Crucial MX100 128GB SSD, Samsung Spinpoint 1TB
Graphics Card: XFX Radeon R9 290
Power Supply: SeaSonic G-750 750W
Monitor(s): 3x BenQ RL2455HM

I'm not exactly sure how long this has been going on, but I opened up Task Manager the other day to look at something while playing CS:GO and noticed my CPU usage was at 60%. I have asked a friend of mine to compare his CPU usage (he has exact same CPU) to mine and his is about 50% less than mine. In Tom Clancy's: The Division my CPU will sit at 70% and jump to 80-90% at times. I don't have any performance issues in the games I run it just concerns me that my CPU is so high in games. Is this normal behavior for an i5? It just seems a little high to me. I have the latest AMD drivers for the GPU and just updated the BIOS a couple of days ago (can't really say if the issue was before or not). I have attached a screenshot of HWMonitor while I was playing CS:GO to better show CPU usage, voltages, etc. If anyone has any recommendations I am more than happy to explore them. Thanks!

Thanks for your reply! I have looked in Task Manager and the only other thing with CPU usage is System Idle Process. I will have to do a virus check, but a quick scan of Windows Defender reveals nothing. In the past I have used other AV and security programs such as Norton, Kaspersky, Webroot and Malwarebytes and the only program that would throw up anything was Malwarebytes blocking a website or two. Currently though I only run the default AV in Windows 10 which is Windows Defender.
