Slow computer, please help.

So i currently have a i7 4790k 4.0ghz, gtx980ti, msi gaming 7 motherboard, 16gb ram 250gb SSD

Anyways, as you can see, my pc is pretty solid right? Well it seem's not, i have had this random issue pop up from time to time but it wouldn't last for more then a few hours and only happened every other month or so. What happens is my computer becomes much slower in general. Opening Chrome takes too long, like 10 seconds, going to twitch website can take 20seconds before it's opened, this is far too long for this spec of a system. In games i go from a normal 60fps to a 3-10fps, it's just broke.

Anyways i have done the following to try troubleshoot this issue to no avail, I formatted the computer, flashed the bios, checked cpu with intel diag tool, ran memory test with windows 10, checked all temps on cpu gpu etc. Everything passed/seemed 100% fine. Yet my computer is not changing back to normal now, it's stuck in this sluggest state. I am literally at a loss here and would love some help.

Sorry for the wall of text but i wanted to prevent people offering advice i already covered, cheers.

Seems i solved the problem by changing all power options in windows to 100% min/max cpu in all 3 profiles, power saver, balance, performance, Weird.

You've tested nearly everything. There is not much that can be done now. It may be a bad mobo. Id check that out. If you had a spare mobo you can test with it might help. Other than that im not really sure what I can tell you.

How hot is your CPU and GPU? Should we assume plenty of free space? Of course it isn't defrag'ng issue but it can't help, along with doing a chkdsk to be on the safe side. :( But since you reformatted and installed the defrag and chkdsk are a waste of time. hmmm, check the event log? What happens if you disable your network interface. Do things speed up? Is your SSD in ACHI mode?

CPU around 30-40 on load.
GPU around 50-70 on load.

I don't know why but i just sense it's a psu problem. 1 reason is when i had Coretemp open it was going from 5.0-9.6 Watts in the indication, yet i seen people's screenshots showing 400+ watts

Your disk seems fine. Id like for you to run a stability test. Use prime95 26.6 and run it for 15-30mins or overnight. If your PC passes without freezing or crashing it is in good condition. Also try to run Unigine Heaven to test your GPU after you run Prime or before just not at the same time. Also keep track of your temps with realtemp when running prime. So i have started to run Prime95, all seems good with temps and load, but i noticed something odd, maybe im wrong here, but in coretemp it shows my core's are on full load, but in task manager only 20% of the cpu is being used, correct me if im wrong shouldn't it be at 100% in task manager also? Prime95 is currently running as i took this screenshot.

Ok i think we might have found the problem it's the GPU.
After looking up people's benchmark results for Unigine Heaven for a gtx980ti i found one post where the person was unhappy with there results, this is a pic of there results: http://imgur.com/3ExPuGv
When i look at his results then look at mine, i realize i have half of his fps overall, which has me really concerned.

I have 2x24inch screens, nothing fancy not 4k just basic flat screens, so is this whats causing the problem?

P.s. Decided to take out the 980ti and put in my old asus HD6950 just to see what changed. It seems i still have overall slow performance, opening facebook or twitch/youtube takes longer then it should, ran it through Heaven and was getting around 10fps on average, now while this is an old gpu and not meant for the extreme option in Heaven it doe's indicate that something is hampering the gpu's regardless. Again back to the PSU as a possibility? i also tried different PCI slot on the motherboard just incase the slot itself was damaged, no change. Plugged out one monitor, tried just single monitor with DVI and HDMI still no change. I'm so damn confused now what is causing this problem, it makes no sense.

You are absolutely right as far as your GPU being an issue. But prime95 also failed to test your CPU. And thats why it showed good temps and 20% Utilization. But as for your GPU a 980 Ti is supposed to show Unigine Heaven scores Like the ones you found and not yours. An average framerate of only 49 on a 980ti defiantly means something is up. And its not your monitors because the resolution set in Unigine was 1600x900 the first time which is lower than 1080p so you should have seen even better scores than others. At this point a clean install of windows would be the best solution. If that doesn't work you most likely have hardware issues and thats bad when it comes to the system you have.

Also i already have formatted and the problem remains. Thing that's bothering me is i have this built pc just near 10 months, so the warranty would be up on most of it soon, ontop of that i bought it from dabs.ie which has now closed down...

Do you have a copy of windows 7 or 10. Im assuming you're using windows 8. If so load one of those. Its a possibility that your windows image could be corrupt. If not your mobo or cpu are most likely the issue. MSI has warranty on their boards up o 2 years and intel has warranty up to 5 so you should be covered even if the store closed down.

I have windows 7 and windows 10, i,ll try windows 7 and see, though one thing that comes to mind when you mentioned ther cpu is i did run a benchmark yesterday with catzilla, and it goes through different phases of testing, and during the phases the fps was "ok" like 50ish, but when it came to some type of cpu test it dropped to 10 and stuttered. is there any other way i could test my cpu further?

Well Prime95 is the best one for CPU testing. It pushes it to the max and make sure it is stable, however your CPU failed to start the tests so i'm not sure any other CPU stressing software would work completely and accurately.

No problem

Try windows 7 and run Unigine and Prime95 and compare results to win 8

Anyone else have any idea's? I'm out of idea's myself now.

it has something to do with my cpu, because now my pc is running normal again, for how long? who knows, but while it's working i ran prime95 and this time it used 100% of my cpu usage and temps went up to 60 degree's, while when it's being slow and acting weird, it never changes temp nor goes past 20% usage.
Also beat the average score for a gtx980ti on heaven benchmark when my cpu was playing nice, it's bad to 0.76ghz. /sigh
