New HDDs, occasionally making a noise.

I built a new system. I installed one SSD and two 3.5" 3TB HDDs. The HDDs are both Toshibas. Occasionally when I'm in my room, I can hear them make a noise. It's not a click, it's not a beep. It's that funny sounding hard drive noise. It's kind of hard to describe. They always make that noise when I first boot up my system.

They seem to do it at random. Not often. I think it's normal but wanted to double check.

Quite normal unless excessive noise. Windows occasionally goes thru whole storage and indexes files and folders for faster access and also defragments them as per maintenance schedule.
It also may turn disks off when not used for some set time and each disk does self check during startup even when it's waking up. You can stop this last one by setting disk power saving mode in advanced power plan settings to Never. That may interfere with Sleep and Hibernated modes though.
Arguably, setting them to run all the time except when in sleep or hibernate mode and with computer shut down may prolong it's life.
Lastly, if disk is too fragmented, it can make some more noise when used because it may have hard time finding files and their...
