My CPU and GPU fans turn on and off constantly, while the power button on the mobo is a stable green

I just finished building my PC but whenever I power it on, the Power Button remains green on my motherboard, however, my GPU and CPU fans flicker on for a second and then proceed to turn off. This continues to repeat in a cycle, without my having to click the power button again. When I power on my monitor I get the standard ACER logo pop up but it always results in a "No Signal" message. Someone please help, this is driving me crazy! Anything you can give helps

It could be as simple as wrong/sticking power button all the way up to a short to the case/backplate. Please take it out of the case and assemble outside with minimal components, don't force it like that, something is bound to burn out if a short is the problem. Make sure all cables are correctly plugged in and all that jazz.
