63C Idle temp? R9 380

I have an PowerColor PCS+ R9 380 4G Graphics card and according to GPUtemp my graphics card is 63C when just at desktop! I just got this PC recently and Im not sure of its temps under load but I fear for it when I start to play Planetside 2, Star Wars Battlefront and other games

Please tell me if this is normal or what I should do!

Check your gpu fan speed, is it ramping up or staying at 30 or 40%? I had the same card, that had this problem. The supplier told me it was a driver problem, if you revert to before 16.4.1 it works fine. But that was not the solution I wanted. I returned it & got a GTX 960.

its at 36% according to the Radeon software, I have the option to raise it though, If I do this what would be a safe percentage?
