Windows 10 forcing me to close programs due to pretty extreme SWAP usage.

Recently windows has been prompting me to close programs in order to prevent information loss. Rainmeter has been showing less than 4GB of my RAM in use but around 60GB of SWAP being used. Unfortunately I cannot find what is eating up all my virtual memory or why it is even being used over the actual RAM in the first place. It gets fussy when just trying to have a single web page running. Any tips or tricks on finding the culprit or fixing the issue?

Hi,
You have a lot of process started, is it necessary to have all of these?
Try to unchecked those that absolutley do not need to be auto started when windows starts.

If You are setting up to much of a swap file it will be somewhat used, or do You have it set to automatically?
Otherwise try to set min and max to equal size of let say 8GB (8000MB) and try how it works out.

Start > type Resource Monitor > open up the window so you better can see > click Memory > take a screenshot of just that > click CPU and then sort by clicking the CPU column and make sure tha the very tiny arrow point downwards - it will sort all the most demanding processes with the highest from top > Take a screen shot of that as well

It could be something called a 'memory leakage' from one of Your programs that perhaps is poorly written or req. an update.
