Will a PCIE Video Card work on a PCI 2.0 1x slot?

Hi, im building an HTPC, something to see movies on the TV and use internet...
But i want a little more of this PC, like CS GO and LOL to play.
Right now i have:
Asrock Q1900B ITX (has only a PCI Express 2.0 1x, the short slot)
2x4 DDR3L
500GB
Raidmax Element with 500w PSU

The question is, can i use one of thos RISERS from 1x to 16x to use a low end Video Card on it?
Should it work? the processor or memory is an issue? (cos i see that both processor and memory are like, "Notebook".
Someone has tried this before?

You may want to ask the GPU chip manufacturer to make sure. While PCIe has the capability of scaling port width, some GPUs may have limitations on how narrow it can be. I remember reading something about Nvidia only supporting PCIe port widths down to x4 but I'm not sure if that was about SLI or general use. People wanting to use an add-in-board GPU on a x1 PCIe interface are quite rare.
